Mr. Steve Foster, former Chief of the Maryland State Highway Administration’s Access Management Division, joined AB Consultants, Inc., as Project Manager to help Business Unit Managers with oversight on projects that cross multiple production units. In Steve’s 40+ year career with MDSHA,he served as Chief of the Access Management Division responsible for administering the state regulations for highway access and management oversight of development coordination and issuing access permits. From 2000 to 2004, Steve was Chief of the Plats and Surveys Division, prior to which he served as an Assistant Division Chief in the Highway Design Division. As Assistant Division Chief for 8 years, Steve was responsible for supervising engineers and technicians in the engineering phase of projects. Steve played a key role to lead several MDSHA initiatives including implementation of design build and design construct ability reviews.
